The 18-year-old striker will reportedly finalise his move to Elland Road later this week.
Manchester United and AC Milan have also been linked with the young forward.
But Marcelo Bielsa's side are front runners, according to the Telegraph.
Football journalist Mike McGrath tweeted: "Deal for #LUFC Leeds to sign Sam Greenwood from #Arsenal starting at £1.5m rising to £3m with add-ons for England U18 striker.

Greenwood is expected to be part of Leeds' Under-23s before hopefully making his mark in the first team in the future, according to the Athletic.
Sunderland born Greenwood has been compared to Robin van Persie thanks to his impressive ball-striking skills.
The teenager has played for England at youth level, earning a place in Steve Cooper’s Under-17 squad for the European Championships.
